The aim of this study is to analyse the effects of contractualisation of results upon the processes of Democratic School Management in state schools of Secretary of State for Education in Minas Gerais. (SEE/MG), organ of the Direct Administration, of the Executive Power. This work proposes to understand the presuppositions in the New Public Management, consolidated in Minas Gerais through the Integrated Public Policies of the Management Shock (2003-2014), searching for the effects on implementation of mechanisms in the Management by Results (GpR), in this case the 2º stage of the Agreement of Results (2º stage of AR) in the democratic school management. The proposition to be analyzed is that the contractualisation of results expands the managers teams autonomy and the participation of the scholar community in the management of the state schools, from the prerogative of the 2º stage of AR that is expand the autonomy in management, the financial and budgetary autonomy and the social participation in management processes according to SEE/MG. The research had a qualitative approach in a case study about the contractualisation of results in two states schools in the North region of Minas Gerais, with SEE/MG, by means of the 2º stage of AR, initialized in 2008. The results indicate that the states schools, in a heteronymous condition, before the contractualisation of results, and in the position of hierarchical unit in the SEE/MG, has no right to expand its autonomy as a prerogative of the 2º stage of AR. Even if analyzed the adjectival autonomy of legal fiction, as described in literature, theres no relation on autonomys expansion as fiction in the state schools with the 2º stage of AR. However, theres is a relation between the 2º stage of AR and the symbolic amplification in the community participation in the school management processes. The analysis of the effects of the Agreement of Results are presented in the conclusion as expected effects and unexpected effects: gaming, distortion of incentives, expansion of the bureaucratic and hierarchical control, inclusion of the social control and the control for results. The effects of accountability relate to the linking of the working team results to the Evaluation of Individual Performance, as well as the linking of ADI to the evaluation of teams productivity, hierarchical monitoring and the obligation to produce results.
