Federal law 12527/2012, the Freedom of Information Law (FOI), was adopted in continuity to a broader set of initiatives that constitute a transparency policy. This thesis studies the FOI law and the conditions for its implementation in state executive governments. Such implementation is viewed as the end of the nonlinear process from the conception and drafting of the law, with major international influence, and through the national context and conflicts involved in its passing. The implementation of the FOI law is relatively inexpensive and involves simple processes, but it faces political and cultural resistance as well as management difficulties within the state governments. The research shows the relevance of the political will for the implementation of the policy.
