Propuesta de gestión urbana para el sistema de espacios públicos barriales en la comuna de El Poblado, Medellín

Abstract

This paper develops the management system to preserve the actual land and the finance of public spaces surrounding El Poblado borough area of Medellin city. The system’s definition departs from searching instruments in the Colombian and international law which allows the proposal of a new interaction mechanism between the analyzed: development right transfer and created land. To prove the proposed mechanisms’ applicability, a series of financial models are done so the mechanisms’ costs – benefits are known with positive results. Additionally a process’ map is presented which shows step-by-step what is needed to be done so the mechanism can be applied.
