La participación de plusvalía, una herramienta inexplorada de transformación, sostenibilidad y desarrollo en Colombia

La evolución de las teorías económicas acerca de la plusvalía y su posterior participación por parte del Estado, como método de financiación del desarrollo urbanístico y cambios de uso del suelo como medida de protección del bien general sobre el particular, han generado en Colombia gran controversia, en especial en el propietario de la tierra, quien a su vez es el primer beneficiario en la cadena de usus fructus por generación de plusvalía. Este ensayo pretende mostrar que la participación de la plusvalía es una herramienta del Estado y que explorarla le permite a la sociedad el desarrollo y la sostenibilidad.
Se contextualizara la plusvalía con las teorías económicas compiladas por Karl Marx en 1863, se enmarcará en la normatividad Colombiana resultante de los cambios generados en la constituyente de 1991 y las leyes 1997. Se observará el estatus contemporáneo con los trabajos de investigación del Lincoln Institute Land Of Policy del 2003 y los resultados de los diferentes cambios en Latino américa, de tal manera que el lector entienda y observe el método de participación de la plusvalía con referentes internacionales y enfocada a la gestión del Estado como una herramienta inexplorada de transformación, sostenibilidad y desarrollo en Colombia.
