¿La falta de implementación oportuna de nuevas tecnologías de navegación en la aviación de estado podría representar un rezago en el desarrollo normal de sus operaciones aéreas desde y hacia el espacio aéreo de Bogotá?

El 85% de las aeronaves que operan en el espacio aéreo de Bogotá tienen la capacidad y están certificadas para operar bajo el sistema de navegación basada en el rendimiento PBN y hacer uso del nuevo concepto de espacio aéreo para Colombia, que entrara en vigor en Marzo de 2017, desarrollado para satisfacer los objetivos estratégicos explícitos como la mejora de la seguridad, aumento de la capacidad del tránsito aéreo, y la mitigación del impacto medioambiental (Caviedes, 2016), el otro 15% restante corresponde a la aviación de estado donde no se ha evidenciado un acompañamiento por parte del ente regulador de las fuerzas armadas, por adelantar e implementar un proceso de certificación que apunte a que dichas aeronaves puedan operar y hacer uso del espacio aéreo bajo este concepto de PBN. Diferentes entidades vienen trabajando entre las que se resaltan la aeronáutica civil, IATA y Airbus ProSky, en los diversos frentes de trabajo del acuerdo de cooperación internacional para el rediseño y optimización del espacio aéreo en el aeropuerto internacional el Dorado de Bogotá. Como parte de este trabajo, desde el año 2015 se vienen realizando actividades con el objetivo de diseñar un nuevo concepto de operaciones (CANOPS) incluyente y participativo que permita garantizar la seguridad, competitividad y eficiencia del aeropuerto para los próximos años (Canosa, 2016). De la misma manera, la optimización del espacio aéreo de Bogotá no se podrá llevar a cabo en su 100% si todas las aeronaves que requieren operar en dicho espacio no tiene la capacidad de volar bajo las especificaciones PBN (Direccion de Servicios a la Navegacion Aerea, 2014).
