Revisión del subsistema biofísico del plan básico de ordenamiento territorial del municipio de Madrid, Cundinamarca

Resumen
En 1997 con la promulgación de la Ley Orgánica de Ordenamiento Territorial (LOOT - Ley 388) se establece el requerimiento de formular a nivel municipal los Planes de Ordenamiento Territorial (POT), los cuales se constituirían junto con los Planes de Desarrollo Municipal (PDM) en instrumentos de planeación a nivel local y nacional. La revisión de los POT se realiza para dar cumplimiento al artículo 28 de la LOOT, con el fin de identificar las necesidades de ajuste, actualización y modificación de los contenidos de este Plan, de tal manera que se mejore continuamente el modelo de ordenamiento territorial.
En el municipio de Madrid Cundinamarca se aprobó el Plan Básico de Ordenamiento Territorial en el año 2000 y ha sido objeto de revisiones y ajustes posteriores, la última de ellas en el año 2012, la cual coincidió con la aprobación del Plan de Desarrollo Municipal “Transformación en Marcha”. Teniendo en cuenta la presencia del Río Subachoque en el área urbana y rural del municipio y la problemática ambiental que presenta actualmente, se realizara la revisión de los lineamientos de manejo formulados tanto en el PBOT como en el PDM a fin de identificar si las líneas de acción establecidas en estos dos instrumentos muestran la articulación requerida y evidenciar si esta fuente hídrica ha sido contemplada como uno de los ejes principales para el ordenamiento ambiental del territorio y por ende como un componente de la estructura ecológica principal no solo a nivel municipal sino regional.
