El principio de planeación una herramienta efectiva contra la corrupción en la contratación estatal

Con la expedición de la Ley 80 de 1993, el gobierno colombiano busco blindar las actividades administrativas que debía realizar al momento de adelantar un proceso de contratación para la adquisición de bienes y servicios, es por esta razón, que articuló la Ley 80 de 1993, de tal manera que incluyera un marco normativo amplio y especifico; pero también tipificó y baso sus actuaciones en una serie de principios legales y constitucionales, que debían ser aplicables a la gestión contractual del Estado. De esta manera el principio de planeación nace como el referente de las entidades estatales por medio del cual se pueda realizar un control de carácter efectivo en todas las etapas que involucran la contratación pública, sobre todo pues se considera que por su carácter de tipo preventivo, la administración puede planear de una forma concreta, real y seria cada uno de los procesos por los cuales pueden adquirir los bienes y servicios que necesitan para su buen funcionamiento, sin permitir que estos procesos se vean inmersos en actividades o procedimientos denominados de Corrupción cuyo único propósito es el beneficio patrimonial a particulares y el menoscabo de los intereses del Estado Colombiano,
