Resumen
The present work is an exploratory research study, in which the analysis of the psychosocial factors that lead street dwellers to be victims of murders through the so-called social cleansing is carried out, despite the existence of a legal framework protection of the human rights of this population. The aim is to analyze the behavioral and psychological factors and social processes that lead society to implement, allow and accept that acts like these are justified under the premise of a collective common welfare.
In this research, it will be called social extermination, which is commonly known, or is called social cleansing; because the murder of street dwellers due to their social condition, their physical characteristics, or their way of life, is not an act of purification of society, but rather a cruel and inhuman act that violates and violates the rights of these people, because its ultimate goal is to exterminate the other for what it represents
Being a specific study of the social and political sciences, it is based on the macro hermeneutic mold with the support of the empirical-analytical one; with a psychosocial approach and a qualitative analysis. As results, a summary of the characterization of the street population in Bogotá is presented, the description of the state of the art in terms of human rights regulations, the antecedents and the mechanisms that are contemplated at the national and international level for the protection of the rights of this population. A review of the practice of social extermination towards the population of street dwellers is made, defining the phenomenon, what psychosocial factors motivate it, how it is carried out, and determining the factors of violence that make it up. Finally, the responsibility of the State is analyzed by analyzing the implementation of programs for the protection and rehabilitation of street dwellers in Bogotá.
Among the conclusions drawn by the study, the lack of concern of the different responsible levels and the indifference of civil society regarding the problem of street living, as well as the extermination of these citizens, is described. The phenomenon of social extermination is identified as a crime, deepened by economic and social differences, and the responsibilities of each sector who are responsible for addressing the problem are determined.
