Resumen
Since the entry into force of the 1991 political constitution there was a significant change in the Colombian state model, in which it passed from a state of law to a social state of law, for this reason sovereignty begins to fall into citizenship as the political letter dictates. With this change, Colombians have the right to exercise control and surveillance of the institutions established to verify and corroborate public entities that comply with the functions established in the political charter and legislation.
Given the powers by the constitutional norm, one of the biggest foci of corruption in the country is that coming from the state contracting that public entities exercise and that is regulated by Law 80 of 1993, said law grants powers to the entities of official control (Prosecutor's Office, Public Ministry, Comptrollers) to exercise inspection and surveillance, which is also granted to citizens. For the aforementioned, a figure in Colombian law called citizen oversight has been developed, which will observe its historical development and regulatory framework for the performance of citizen oversight in the Colombian public administration in the following research article.
Once the powers of the citizen control entities have been established, it is possible to observe how effective maneuvers can be generated in the control of the state contracting processes and how the fiscal, administrative and criminal control entities can help the community in formation and training so that its function is totally effective and in the end all stages of state contracting see a correct investment of public resources.
