The general objective of this study was to develop a strategic management proposal that allows the improvement of performance in the Saber tests applied to basic students, specifically in the third grade of the educational institution El Carmen. The theoretical support was based on competency-based evaluation and learning theories, taking into account the pedagogy and didactics referenced by different authors. The positivist paradigm was used, with the quantitative method under the type of descriptive research with non-experimental, transectional and field design. The results of the research show that educational leaders have low organizational commitment, perhaps as a consequence of a diffuse organizational culture and worn leadership. On the other hand, for the teaching staff, being part of a continuous training program motivates them and fosters teamwork. In effect, this implies that each actor works independently and in isolation, which prevents the consolidation of an effective strategic management that improves the academic performance of the third-year students of the El Carmen educational institution.
