Propuesta normativa para establecer los lineamientos de estructuración de planes de mantenimiento de los sistemas de vigilancia aeronáutica en Colombia

Abstract

Given the subject of study in the present research, it is needed to compare the existing standards. comparative law was used as methodology, it is understood as the confrontation between similarities and differences of the different legal states in force in the world, to understand and improve the aeronautical ground surveillance with them, in order to know their similarities and differences, and with it offer a new guideline rule for the structuration of the systems maintenance plan for aeronautical ground surveillance systems, for this were selected documents of the governing body of international civil aviation as the ICAO, with the document, "Regulations of the International Civil Aviation Organization (ICAO)", as other documents of his regional office for Colombia and so sources like the United States with the document "Regulations of the United States Federal Aviation Administration (FAA)” and Europe with: "Regulation of the European Aviation Authority on Aeronautical Surveillance Systems” and last the Colombian aeronautical standard. With the first analysis was not possible to evidence regulations regarding the guidelines for structuring maintenance plans, thus, important information was collected referring the standards and recommended methods for international entities about the technical parameters of operation of aeronautical ground surveillance systems, relevant input for the elaboration of the final research proposal. The actual situation in Colombia was described regarding the aeronautical ground surveillance system as well as each of the sensors that make up the ground surveillance system. Thanks to this information, it was possible to elaborate as a new proposal a regulation of general guidelines that allow to set up a maintenance manual of the Aeronautical ground Surveillance systems that adjusts to the needs of Colombia and the international Civil Aviation.
