The interest in developing this writing arises mainly from the
situation of political anomie and the crisis that Bolivia has experienced
recently and from which it has not yet managed to get out. In this sense, it is ours
main purpose is to explore bases that allow us to move towards a
"Never again" 213 repeat a crisis such as the one that has mainly
developed in October and November of the year 2019. We are aware that
this work could just start a debate that is clearly
urgent and necessary in the academic and political spaces in Bolivia.
The foundations of that never again lie in the search for a greater
strengthening the rule of law, which tends to ensure greater
checks and balances on the exercise of power, so that democracy
is strengthened, as well as the human rights of citizens. For
demonstrate this, we will introduce ourselves in factual-political aspects
related to the actions of the Evo Morales government in order to analyze successes and errors that were made in his administration and that led to the
democracy erode.
