Abstract
The United States Agency for International Development (USAID) works with a
presidential mandate since 1962 in Colombia, towards “supporting the country’s
efforts to transition from a conflict scenario into a long-lasting peace”. To achieve
these objectives, the Agency uses both contractors and recipients (local and U.S.
based) which are awarded cooperation instruments. These instruments are defined
in the United States Government (USG) legal framework and are located in
specific chapters within the Code of Federal regulations (CFR). The low level of
knowledge and/or interaction with this Legal Framework from the local
implementers of cooperation instruments is one of the causes for which the
“nationalization” of the cooperation initiatives has not achieved a greater dynamic.
This article will present an outlook in greater detail of said Legal Framework and
the cooperation instruments that USAID has to operate in Colombia.
