Resumen
Illiteracy is a social phenomenon that occurs especially in underdeveloped countries; Latin America is one of the continents with the highest illiteracy rates, which can be considered as a reflection of social inequality. In the case of Colombia, it is found that, despite the efforts made by the governments of the time to eliminate this scourge, it has not been possible and is still in force.
This is why non-profit foundations or associations such as Colombia Crece, the organization in which this management project was carried out through social volunteering, seek alternative solutions to this problem, in order to contribute to closing the social gap that is evident in the country and the digital divide currently revealed by the pandemic caused by COVID-19.
Thus, this document describes the design of an educommunicative strategy of functional and digital literacy measured by technology for students of the third grade of high school of the "Fundación Colombia Crece", how these practices constitute an opportunity to constitute a pilot proposal of non-formal virtual education for the population with scarce resources, which allows to consolidate it as a methodology that responds to the needs raised by the current pandemic contributing to the decrease of the illiteracy phenomenon.
In order to carry out the project, it was determined to use the logical framework methodology to identify the problem from its different causes and the effects it has on the population subject of the intervention in order to formulate the means, objectives and goals that give rise to the implementation of the strategy.
