One of the problems that the population victim of the armed conflict in Colombia has to face is related to the need to have decent accommodation, either when it is subject to relocation in the area from which it was displaced, as if it is part of the state program. relocation in other cities or municipalities of the country. In this sense, this research analyzes, through a case study, the role played by public policies in the field of housing for the resolution of the problems that afflict the community categorized as victims. This is the case of "Hueco", a neighborhood generated by self-construction processes, located in the Quiba village in the town of Ciudad Bolívar in Bogotá. This settlement arose in 2000 as part of a process of displacement caused by the armed conflict that mobilized communities from Cauca, Tolima and Valle. In 2018, the mayor's office notifies the inhabitants that they must vacate that territory due to natural risks such as mass removal or flooding without a collection project or basic housing. In response to this situation, the organization “Renacer de la familia” is created, which aims to defend the fundamental rights of the population, especially housing. This research aims to analyze the social scope of public housing policies for the consolidation of alternatives from the regulatory framework in order to improve the housing and living conditions of the population.
