Abstract

We start with the analysis of the 1882 law of 2018, we investigate the historical and theoretical, as the legal nature of the specifications, if they are in accordance with the principles that regulate the selection process, because we learn daily by the means of communication that contracts are made to measure, there is not a plurality of suppliers, so things are the problem we intend to solve. Will the implementation of the standard specifications improve the processes of selection of state contracts? We hope to finalize our work with the following conclusions, we identify if the selection processes are affected positively or negatively by the implementation of the type specifications, we will have a reference in the practical knowledge, for the following intentions of the legislator, serves as a backbone in the hiring, uniform documents will be established in the entities, simplify contracting procedures, reduce the time for preparing bids and structuring projects, reduce the risk of collusion, advance in transparency and participation of resources.
