Resumen
The main objective of this study was to analyze the technical and financial viability of a significant sample of Study and Design contracts, developed by the Urban Development Institute (IDU) during the years 2014 and 2019. That is why a survey was conducted of sector perception to Contractors of the Entity to know the most relevant facts that occurred in the development of 38 projects. Indeed, aspects related to duration, cost overruns, payments, technical and financial shortcomings, District Service Companies and Entities, non-compliance, sanctioning processes and the image of the Entity before the consulting union stand out.
Also, the technical and financial information concerning three (3) Study and Design contracts, entered between the Urban Development Institute (IDU) and a consulting company in the country, was studied in greater detail. The foregoing was carried out supported by the information consigned in the Electronic System for Public Procurement (SECOP), which is the official information medium in Colombia for contracting carried out with public money. Similarly, the presumed causes and effects of the problems evidenced in the development of the contracts under study were identified, making use of financial indicators such as NPV and IRR.
Finally, a methodology was proposed that serves as a tool for the Consultant union in evaluating the problems and risks that could be generated when entering contracts with the Urban Development Institute (IDU). In detail, the methodology focuses on the analysis of the proposals offered and takes as a reference the modifications presented to the specifications of the 38 projects studied in the development of the research.
The applied methodology allowed to know the technical and financial factors that affected the viability of the selected sample of contracts. In summary, technical factors stand out as inadequate deadlines, scope extensions, deficiencies in previous studies, lack of articulation between entities, and failures in project management and coordination, and as financial factors the low values of the Studies and Designs, the unfunded delays of the Entities, the modifications of the quantities, the scope changes, and the contractors without cash flow.
