Resumen
Currently, in the field of state entities, we are facing increasingly dynamic contracting processes, which must respond to the needs that arise within the framework of the social rule of law to meet the goals set forth therein.
As a fundamental part of these processes and as it is the duty to be, public entities start with the contractual planning, which leads to other stages, enabling the organization, analysis, and execution of public resources in a suitable and timely manner.
One of the discussions about the principle of contractual planning, which is the main topic of this research, is the lack of regulations in the processes of public contracting. However, this does not prevent its direct application, as can become evident in the implementation of activities such as the preparation of the Annual Procurement Plan (APP) and the elaboration of previous studies (design, pre-feasibility, sector analysis, market study, budget availability, and execution).
Hence, contractual planning has become the basis for initiating any contracting process and one of the most used tools for executing public budgets allocated to an entity.
Through a case study, this research aims to determine the type of incidents (internal or external) that the planning principle may have regarding the failures of contracting processes and their importance in the budgetary execution of a public entity.
To this end, there will be two articles: the first one about the planning principle and the second, emphasizing the public budget and its relation to the planning principle. Both focused on review and analysis.
