From the analysis of the methodology used in the city of Bogota D.C., to carry out the maintenance of the road infrastructure by means of mobility actions, which are carried out among others for: Safeguard the integrity of people "save lives" within the framework of road safety, to reduce accidents and casualties, increase the useful life of the road network, reduce user stress, Increase community satisfaction, to avoid the deterioration of the vehicles, exonerate to a great extent the government responsibility in the accidents and traffic incidents caused by the bad condition of the roads.
It was found that at present the only patching method used is the conventional one with hot asphalt mix and that the method of pneumatic pressure injection with cold asphalt mix is not being used; however, the conventional one to date has not met expectations, since there are so many potholes/gaps that have not been able to establish the real amount, however, according to estimates from the road inventory of Bogotá D. C. reported by the IDU (Instituto de Desarrollo Urbano) may be double the number of lane kilometres that are attended to and/or repaired daily, which is why historically, during the Bogotá mayoral periods, total repair of the city's patches/gaps has never been achieved.
For this reason, and taking into account that there is a new method with cold mixture to repair patches/gaps, which has been used successfully in countries such as the United Kingdom, the United States, Canada, Mexico and Colombia, the decision was taken to analyze in detail the development of contract 638-2013 executed by La Unidad de Mantenimiento Vial, whose purpose was to "Apply patching technology by pneumatic pressure injection for mobility actions in the road network of Bogotá D.C." and to carry out a comparative study between the conventional method and this new method.
In this way, it was evaluated which would be the patch/gap repair method that should be implemented in greater proportion, to satisfy the needs of the city of Bogotá, for which it was defined that the best tool to carry out the evaluation is a multi-criteria decision matrix, which in accordance with what was exposed by Sánchez (2003), allows a work group to identify and analyze the weight of the relationships between sets of information, which in this case, was carried out for the mechanized method by injection by pneumatic pressure with cold asphalt mix vs. the conventional method with hot asphalt mix.
