On November 1, 1988, the Doña Juana Landfill was inaugurated in the city of Bogotá, as the
country's main garbage dump. Since that date, various socio-environmental problems have been
woven in their area of influence, due to the inefficiency in the administration of the same, the
low level of citizen participation in the decisions regarding the problem and the different
contaminating emissions for health. This article contextualizes these conflicts through a
documentary analysis and a historical review, according to the perspective of the right to the
city, as a collective right and approach to urban planning. Specifically, the repertoires of action
of the inhabitants are identified, who, affected by the socio-environmental problems of the
landfill, decide to look for solutions and alternatives, analyze the achievements of these actions
and question the panorama of affectations and the possibilities of participation of the inhabitants of the affected area in decision making, taking into consideration the social function
of the city and the democratic management of it. It reflects on the role of the urban planner as
a mediator between state institutions and communities, and on the Right to the City approach
as a possibility for the legitimacy of action and social organization.
