In Colombia, for the period from 2002 to 2018 there were two presidents, during these periods each president delivers a series of speeches in meetings, meetings, speeches, and different events before all the country's citizens.
Taking into account that the President of the Republic is the maximum guide of national planning, the presidential speech is taken as a basis, in order to identify the relevant issues of these framed in the different issues that characterize the different public sectors in the country. In the speeches, 8 topics were chosen that had the highest value of semantic coherence in the speeches through the latent semantic analysis (LSA) methodology and were classified into the 8 public sectors with similar themes. Subsequently, data on public investment spending were taken in terms of commitments, obligations and payment order for each of the sectors and finally the correlation coefficient between the weights resulting from the LSA of the speeches and the spending data was estimated. public sector for each
In this way, coherence was established between the political discourse and the budget allocation in Colombia for each of the government periods between 2002 and 2018. At a general level, it was found that there is no coherence between public spending and discourse presidential.
