Resumen
In Colombia, as well as most countries in the world, there is a challenge to develop an appropriate and good-quality distance education tool, that can be used towards bringing the next generation closer to their education. It places the TIC in the very fore front leading new digital platforms indispensable for achieving cohesion with learning. As such, the networks of knowledge of learning institutions have to be involved through the use of internet, among these the use of E-learning platforms, as a resource to diminish the gaps in the knowledge acquired by the student in a class room, with the aim of creating new and innovative strategies for learning. However, the selection of platforms is done arbitrarily, and this makes the use the use of this platform to be inefficient. This is why, this project proposes methodology will be developed so that the digital platform more according to needs for each institution public or private, considering technicians, social, environmental, economics, politics and infrastructure.
