Abstract
The purpose of this document is that, through the implementation of the technological surveillance technique, it can be facilitated to consortial and UT as temporary organizations not properly dedicated jointly to the management of civil works construction projects, who temporarily associate to combine resources and technical and economic strengths and also reduce the level of risk they would face in the event of challenging this type of projects individually, since the development of large-scale construction projects requires the rigor of the effective application of the constructive discipline under the established engineering method and the ideal implementation of some known methodology proper to project management, in such a way that these two major components are framed under the monitoring of a quality management plan properly established for the project, together with the knowledge of the basic concepts of the discipline of technological surveillance, approached from a perspective as practical recommendations that are extracted and concluded from an offer available in academic fields as a source of consultation to evaluate the specific impact of the application of their own methodologies to project management in the construction of Civil works of a specific nature to our interest, for the same reason and as a result of the process of applying technological surveillance in projects or construction works related to water treatment, we establish the recommendation of a greater degree of efficiency to the management, based on in an integrated management model between the guide, the PMBOK® 6th edition guide and the NTC ISO 10006: 2003 up to the quality management systems (QMS) available in each of the consortiums and that is effectively articulated with the management plan to the quality implemented in the execution of the project as a typical requirement of the client.
