The three-year project aims to design and validate a strategic and systemic model of organization-management for the education secretariats in Colombia with the aim of contributing to an education of the widest coverage and permanence, with the best quality and relevance And with the opportunity that the service requires. In 2015 the characterization of six (6) education secretariats was carried out: Bogotá, Cauca, Girón, Palmira, Meta and Soacha. This first phase allowed to describe the missionary or teleological aspects, the organizational structure and the management. Based on the results and validated theory, in this second phase the management model is designed, which will be validated in the third phase.
The model responds to the question: What are the basic properties of the organic-functional structure of a strategic and systemic management model that allows high levels of quality, efficiency and effectiveness of the educational management of the education secretariats in order to guarantee The right to education in terms of access, permanence, quality, relevance and opportunity?
This problem is based on the state of the art and the theoretical framework. In the first, the knowledge underlying the problem is addressed, experiences, analyzes and studies related to strategic and systemic educational management are presented together with model outlines. The theoretical framework exposes the nature of educational processes, educational management from a strategic and systemic perspective along with the general idea of the model. The concepts of systemic and intelligent organization are deepened in order to apply them to the nature of the secretariats of education, as territorial entities that administer education.
The research is developed from a qualitative descriptive approach. The main methodological strategy is design based on engineering, supported by documentary inquiry, interviews and focus group analysis. The model is structured around three categories: teleology, organization and management. They are designed one by one and then integrated.
