Strategic foresight allows a clear vision of the future and propose actions to achieve the objectives of an organization. For the construction of this prospective strategic mobility plan for the Traffic and Transportation Directorate in the municipality of Floridablanca by 2027, the objectives of the work are established. In addition, in the strategic planning chapter using the tool such as the competence tree, the variables of the most representative areas of the entity are identified and analyzed. Thus, with the application of the MEFI and MEFE matrices, the strengths, weaknesses, threats and opportunities of the entity are identified. According to the analysis carried out in the internal and external matrix, the variables identified have a greater influence on the strategies that focus on maintaining and conserving, with actions aimed at product development (11.97) and market penetration (11.97). according to the result obtained with the MPEC matrix. Then, in the prospective chapter, the approach to the problem is established with its objective and justification. The key variables are identified with the MICMAC software: municipal administration, strengthening of the operational body, road control, traffic lights and signage, subpoenas and training in road safety. With the SMIC software, the bet scenario is established, that is, the most optimistic in which there is a greater probability that the proposed strategies will be fulfilled. Thus, to finish, the relevance tree is elaborated with the RICE and IGO matrix, where the actions to be carried out for the scope of the strategies that are part of the previously identified bet scenario are reflected and to achieve the mission and the scope of the vision.
