This document addresses the relationship between eradication and the substitution of means of use in Colombia from the institutionalism approach, the statistics of dense institutionalism. The objective of this research is the implementation of the National Program of Sustainability of Crops of Illicit Use (PNIS), which arises from the Peace Agreements between the National Government and the FARC in November 2016, as a case study the municipality of La Montañita Caquetá. For this, a qualitative methodological proposal is made with a descriptive scope. The main findings are in a multi-causal problem and in the other, there is a large gap between the one agreed by the program and what has been implemented so far.
These differences show, and although the program is democratic and participatory, in the territory it is a new commitment that dazzles the imposition of new sets of formal rules. Situation that puts the sustainability of the program in the risk, first, because the mechanisms have remained far from the effective resources of deliberative development and, second, because the state has had delays in the execution, as well as in the disbursements and supplies to replace the crops. In addition, the objectives of the PNIS are limited in terms of the integral evaluation criteria with emphasis on the social and cultural development of the communities, beyond the economic.
