Resumen
The ownership of animal rights is an issue that over time has been addressed addressed to tars of various concepts, since there are authors who are part of the theory of anthropocentrism considering man as the most important and whose needs may be above all other living beings and basing animals as inferior beings in the service of man; however, and on the other hand there are those who, unlike these positions, take part in the doctrine of biocentrism, by ensuring that all living beings are equal and deserve the same respect and importance, being defenders of antispecies.
Based on this the analysis will focus on the city of Tunja, where Mayor Fernando Flórez Espinosa, elected for the period 2012-2015, focused on the implementation of Public Policies for Animal Protection, with Tunja being the fourth city in establishing them,
through the Municipal Agreement 017 of 2015.
Jurisprudence and regulations are fundamental and can help us to focus our efforts on a process that results in the transformation of our conscience, of non-human animals, in such a way that the Jurisprudence of the Constitutional Court has also played a very important role in the development of this topic, since the advance in animal protection and even guarantee of rights has been changing since the year 1991, from which the current Constitution is found. However, in spite of the fact that in some cases it is protectionist,
the abandonment is also seen in others, which generates a notorious refusal to consider them as rights holders, being the animals the orphans of justice when the Constitutional Court is in debt to they.
