La participación ciudadana en la construcción del Plan de Desarrollo: caso municipio de Villavicencio (Meta)

Abstract

The following project examines citizens’ participation within Villavicencio´s Development Plan, carried throughout the town’s Council Territorial Planning, on the frame of “Villavicencio sin miedo “gobierno de la ciudad”. This is part of a conceptual construction about development background, framing the categories of: citizens’ participation, Council Territorial Planning, democracy, territory, governance and local development. Equally, theoretical and legal events are included in the citizens’ participation from Colombia and his relation with development plans. It is later exposed the contextual frame of Villavicencio, its incorporated historical, economic, social and institutional aspects. Development planning and council dynamics are also analyzed.
