This paper reports the progress of a research project entitled "Virtual learning environments: education for all". The PLE (Personal Learning Environments) line is taken as a reference, where the inquiries of developments made by some researches on this topic are related and which have been the strategies that favor the recognition of the people who interact with this type of resources from the inclusive perspective. It begins with the elements of the problem related to the context and its needs. Subsequently, the documentary review is carried out, allowing the identification of some emerging categories, such as the limitations of access and use in the different virtual learning environments for people with hearing, visual and sensory difficulties and the challenges that give sense and meaning to this proposal. Finally, points of arrival are established and the design of an inclusive virtual learning environment is proposed, to be contained within the MOODLE platform at Santo Toma´s University, favoring the use and access to the community of student with sensory, hearing and visual impairment.
