With the recent entry of Colombia into the Organization for Economic Cooperation and Development (OECD), it is necessary to take into account the definition of competitiveness that it offers. The definition as a reflection of the measurement of a country with fair market conditions can produce goods and services that pass the test of international markets, while maintaining and increasing the real income of its people in the long term. (OECD, "Globalization and competitiveness" 1996).
The OECD case invited Colombia to join its organization. In 2006, the National Competitiveness System posed the challenge of making Colombia. The third most competitive country in Latin America. To measure the progress made in the matter, the Competitiveness Council of the Competition in conjunction with the Universidad del Rosario, the National and Departmental Competitiveness Index. In this report, ten points are taken into account, which are grouped into three factors: a. ) basic conditions, b) efficiency, and c) sophistication and innovation.
The condition factor comprises six pillars: institutions, infrastructure, market size, basic and secondary education, health and environmental sustainability. On the other hand, the efficiency factor confirms the two pillars: higher education and training, and market efficiency. At the same time, the factor of sophistication and innovation is composed of the pillars of sophistication and diversification, innovation and business dynamics. It is in this instance where the Regional Commission of Competitiveness and Management of Economic Studies and Political Publications plays a fundamental role as it promotes projects, programs and initiatives that productive chains aimed at achieving the goal of reaching the 9th position in the Department of the Index of Competitiveness.
