This research has as its theme the right to medical care of inmates in the prison of Villavicencio-Meta, health is a right which the State must ensure comprehensive, effective and appropriate manner to all citizens including persons deprived of liberty, being also envisaged by the Constitution of the World Health Organization stating: "health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity." Health relates to all activities of prevention, promotion, and protection implies an integrated approach where the physical and social environments and other factors relating to the existence included, can say that the Constitutional Court has understood health in his Case 494 1993 as the power of every human being to maintain the functional organic normality, both physical and mental, and restored when presented a disturbance in its organic and functional stability, hence this right implies a conservation action and another reset by the public authorities and society, the family and the same individual; therefore the right to health as a fundamental right is also given to the subjects of special protection, particularly to persons deprived of liberty who in the 1991 Constitution establishes protection for the vulnerability.
