Resumen
The spontaneous and uncontrolled growth of the territory in the cities of the country, with its subsequent consolidation and anthropic intervention in the environment, increase the misery and poor quality of public space in those sectors with their negative environmental effects. The structure of the document shows an introduction, nine chapters, conclusions, references and bibliography. In the first six chapters, the methodological development of the research is shown; In the seventh chapter, we explain that Barrancabermeja has had an unusual population and economic dynamics, has presented in the last forty years a series of physical-spatial changes of occupation of the urban territory, growing without equitable and rational use of the soil, increasing the social and cultural segregation, to the swing of a State that seeks to supply a national economic need, but forgets the socio-economic and environmental impact it causes in the territory. It establishes the importance of private social actors (understood as the invader) in the management of their Territory, motivated by the needs of the time, in a process of territorial development that does not apply today or before, but is a consequence of lack of public policies at national and local level; we will focus specifically on the formation of the international neighborhood, located in commune 3 of the municipality of Barrancabermeja, based on a previous study developed three decades ago. In chapters 8 and 9, which we will have the possibility to know the existing regulations and the results found and in chapter 10, we will conclude with the role and policies of the State in the challenge of modern cities and see their interference in sustainability, equity and order of the territory.
