Abstract

For the development of this work, we start by recognizing that Colombia, with the issuance of Decree 2811 of 1974 or the Code of Natural Resources, was a pioneer in environmental legislation. The National Constitution of Colombia (from 1991) stands out as one of the constitutions in the world that contains the most articles related to environmental protection. In addition to this, an abundant number of environmental regulations have been issued, to the point that the government has seen the need to issue compilation laws such as 1076 and 1077 of 2015, to group and organize all environmental and housing regulations in the same decree.
