Abstract

This paper develops an analysis about the importance of the implementation of planning as a management tool in each stage of the procurement process to develop state entities in Colombia; to develop the thematic subject of this analysis, a semantic definition of the term planning is done in common organizations, then, an approach the concept of planning as a principle implicit in the legal provisions contained in the Constitution of Colombia, laws, and decrees guiding public procurement in our country, in order to demonstrate that within the current legal system assists the law enforcement agencies to apply the urgent work planning within its administrative proceedings, mainly in procurement processes for the case under study, these processes being developed in three stages namely: pre contractual, contractual and post-contractual. The main purpose has presented written then is to demonstrate that the rigorous application of planning as a management tool at each stage of the procurement processes that advance public entities in Colombia, allows State authorities carry out the fulfillment of the purposes of the state in terms of efficiency and effectiveness; making it necessary to point out that planning becomes more important in the pre-contractual stage in the selection process, for it is in this in which definitely must meet four key questions that will guide the development of the selection process, and basically are: What It requires, why, how and when ?, once solved these with administrative responsibility in the pre contractual stage, allow subsequent stages of the develop without mishap, making some planning certainly the only valid tool that will allow the state through its institutions to be more effective, and generate credibility with their constituencies, materializing his act always meet the most pressing needs of the community in order to comply with the constitutional spirit that inspires the social state Right.
