Abstract

The state policy is developed under the figure of governance, it has a differential edge for the fulfillment of state objectives and is outsourcing through state procurement, which tells us that the State through individuals fulfills their duties in exchange for remuneration for them. The present investigation seeks to demonstrate the fulfillment of the function of surveillance and control of the state in the state contracts as a tool for the fulfillment of the state purposes.
