Humedal vs Ciudad: Techo y Lagos de Castilla

El Humedal de Techo está localizado en Bogotá en la Localidad de Kennedy. Su situación actual es crítica pues este ha sido progresivamente invadido desde los años 90 por el barrio Lagos de Castilla. En este lugar se enfrentan la infraestructura ecológica natural de la ciudad y el desarrollo urbano acelerado y sirve para estudiar cómo pueden coexistir humedal y ciudad y cómo se puede recuperar un humedal. El sector de Lagos de Castilla tiene dos grandes problemas. En primer lugar, la invasión del humedal rompe la conectividad de la estructura ecológica lo que representa un mayor riesgo de inundación y pérdida de espacio para hábitat y circulación de la fauna silvestre. En segundo lugar, este sector ha tenido un desarrollo informal y por lo tanto hay varios lotes baldíos, desconexión vial y una carencia de espacio público y equipamientos. Sin embargo, este pedazo de ciudad tiene un gran potencial ya que reúne instituciones educativas de gran escala como la Universidad Agustiniana y el Colegio Distrital Rojas Pinilla con el Hospital El Tintal con varios parques zonales, canales y el Humedal de Techo. En este estudio se plantea una solución para recuperar el humedal en su dimensión funcional y biológica partiendo del uso de los lotes aledaños baldíos para la generación de un parque que cuente con un humedal artificial que permita volver a conectar los diferentes zonas del humedal y que lo desagüe en el Canal La Magdalena. Esto busca restablecer el área perdida de este cuerpo de agua y recuperarse como parte del sistema hídrico de la ciudad. Este parque se realiza a la par con el diseño urbano de un Plan Parcial para el futuro desarrollo de este sector que parte del sistema verde para generar unas manzanas que respondan en morfología y escala a su localización potencializando la conexión entre los equipamientos educativos de la zona. Techo Wetland is located in Bogotá in the Kennedy district. Its current situation is critical due to the progressive invasion of the adjacent neighborhood Lagos de Castilla taking place since 1990. This is a place of interest because accelerated urban development faces natural ecological infrastructure and it is worthwhile to study how the city and the wetland can coexist and how to recover an urban wetland. Lagos de Castilla neighborhood faces two main problems. In the first place, the wetland?s invasion disturbs the connectivity of the main ecological structure of the city representing a greater risk of flooding and the loss of habitat and circulation corridors of the local fauna. In the second place, this area is an informal urbanisation, therefore, it still has barren fields, it suffers from road and ecological network disconnection, and it lacks public spaces and urban equipment. Nevertheless, this is an interesting part of the city with a great potential because it reunites metropolitan educational institutions with local parks, canals and the wetland. This study proposes a solution to recover Techo Wetland in its functional and biological dimensions generating a park that contains an artificial wetland that allows the flow within the different parts of this body of water and its reconnection to the La Magdalena Canal. This aims to reestablish the lost area of the wetland and its functional reconnection to the city water system. The park is designed as the node of a development plan for the future growth of the adjacent area that responds in morphology, density and scale to its localization in the city and to its natural neighbour generating an important axis of public space that connects the educational institutions and the natural resources.
