Gobernabilidad, Desarrollo Territorial y Esquemas de Asociatividad Territorial : RAP Eje Cafetero, ¿un polo de Desarrollo Regional?

Este ensayo aborda el naciente proceso de asociatividad territorial en la región cafetera, en
específico la conformación de la Región Administrativa y de Planificación (RAP) Eje Cafetero por
cuyo fin y trayectorias agrupa los departamentos de Caldas, Risaralda y Quindío. Tras analizar la
pertinencia del debate y los derroteros que han orientado la discusión pública sobre la materia en
Colombia, se realiza una aproximación teórica a los conceptos de gobernabilidad territorial,
regionalización, asociatividad y competitividad, especialmente considerando enfoque de “polos de
desarrollo” (Perroux, 1966). Posteriormente se analiza, de forma más reflexiva que empírica, las
perspectivas e impactos que supondrían para este territorio la confirmación la RAP. Por último, se
ofrecen conclusiones y algunas recomendaciones útiles que creemos alimentarán debates
ulteriores.\Abstract:This article explores the recent process of territorial associativity in the Colombian coffee region, specifically the conformation of the Administrative and Planning Region (RAP) ‘Eje Cafetero’ for
which purpose and trajectories join the departments of Caldas, Risaralda and Quindío. After
analyzing the relevance of this debate and the courses that have guided the public discussion, we
offer a theoretical approach about the concepts of territorial governance, regionalization,
associativity and competitiveness, especially considering the "growth poles theory” (Perroux, 1966).
Subsequently, in more reflexive than empirical way, we analyze the perspectives and impacts that
the RAP confirmation would suppose for this territory. Finally, conclusions and some useful
recommendations are offered, that we believe will feed further debates.
