Resumen
This work intends to highlight the new concept in management in which, goal, objectives and programs and public projects, amongst others, converge. The issues raised here consist in: firstly, a lack of a proper understanding and secondly, a lack of knowledge on an adequate performance measurement. To carry out this research, theoretical concepts in planning, in management, and in focusing on development with a humanistic vision were approached, which allowed an integral analysis to the Development Plan 2012-2015 “Antioquia, la más educada”, applied to its structure, to its program framework and to the consistency in the search for solutions to the major problems of Antioquia, defined and prioritized.
