La importancia de un ambiente competitivo dentro de un municipio radica en las diferentes competencias y capacidades que tiene este en conjunto con la normatividad política del ente territorial, para esto todos los procesos de desarrollo territorial deben tener como objetivo principal la transformación de los sistemas productivos locales, el aumento de la producción, el incremento de empleo y la mejora en la calidad de vida de sus habitantes. El desarrollo económico no siempre permite modelos generales. Puesto que cada región demanda de unas políticas propias que vallan acorde con sus características del desarrollo, estas deben ser diseñadas de acuerdo con su realidad, a su historia, a su cultura e idiosincrasia, y a los anhelos de su población en calidad de vida. Debido a esto se busca determinar cuáles son convierte las herramientas más efectivas para garantizar la competitividad municipal en el largo plazo y asegurar que el crecimiento económico sea sostenible y duradero para poder destacar no solo a nivel departamental sino también a nivel regional. La competitividad territorial se define como el desarrollo de condiciones productivas que permiten a un territorio (en nuestro caso, La Unión Nariño) a crear externalidades económicas, sociales, ambientales y culturales sostenibles que provoquen el aumento de la calidad de vida de la población. En tal sentido, la competitividad del territorio debe basarse en aprovechar el capital acumulado en todas las características del desarrollo y potenciarlo de acuerdo con las propias sinergias en donde el territorio, la sociedad y las instituciones sean capaces de dinamizar tanto en contexto local como en el global The importance of a competitive environment within a municipality lies in the different competences and capacities that it has in conjunction with the political regulations of the territorial entity, for this all the territorial development processes must have as their main objective the transformation of local production systems , the increase in production, the increase in employment and the improvement in the quality of life of its inhabitants. Territorial competitiveness is defined as the development of productive conditions that allow a territory (in our case, La Unión Nariño) to create sustainable economic, social, environmental and cultural externalities that cause an increase in the quality of life of the population. In this sense, the competitiveness of the territory must be based on taking advantage of the accumulated capital in all the characteristics of development and promoting it in accordance with the synergies themselves where the territory, society and institutions are capable of stimulating both in the local context and in the global
