Resumen
This research takes as a reference what is established in the setting of the final price of milk to producers in this sector, who, encouraged to receive or receive a better price in the final good, allows observing the variations in the price of dairy products according to the quality that they manage to implement. Everything structured and based on the document of the National Council for Economic and Social Policy (CONPES) 3675 of 2010 entitled "Policy to improve the competitiveness of the dairy sector in Colombia", which promotes a framework of strategies and opportunities in the practices of the dairy production. It also shows the state and characteristics of the sector at the national level, following what is regulated in resolution 017 of the Ministry of Agriculture and Rural Development of 2012. This type of measurements and calculations have not been made since the analysis of the impact evaluation. and therefore it is intended to contribute to the academic debate of this type of public policies that occur in the national context. The results are obtained by implementing a difference-in-differences model, thus showing that among the group of departments that are part of region 1, this group being called the most productive by resolution 017 of 2017, compared to the group of those departments that are part of region 2; there is a differentiating effect of price reception between both groups. Consequently, for the time being, a positive effect of public policy is established with respect to the final price for group 2 of region 2, which allows them in a certain way to close the price gap that has existed between both regions, especially when Variables such as milk quality and total production are taken into account.
