The department of La Guajira is popular nationally and internationally for its landscapes, culture and traditions, and its high levels of tourism. However, it hides a world of unsatisfied needs in the health sector, including children. The Maternal and Child population includes women of childbearing age and/or in gestation, and children and adolescents, between 0 to 17 years of age. In addition, that the attention required is fourth level, and that the services that are intended to be enabled fall on it. To guarantee care in this way, it is proposed to enable 36 services, according to the Maternal – Perinatal and Paediatric Route. In line with the provision of services, the behaviour of insurance was studied, leaving a coverage gap with a negative relationship between rural and urban areas, a situation that worsens when taking the exercise to dispersed rural areas. The migratory shock becomes important when analysing the care that is represented in this population group. Therefore, an exercise was carried out on the comparative analysis of the installed capacity by department and the affiliated population flow, leaving different analyses favourable to the alternative solution. In that sense, the initial investment would approach 37,116 million pesos, with a composition of 20% own resources contributed by the partners to the SAS and 80% leveraged in the banking sector in a period of 5 years. The project has a VPN of $12,729,155,100, which means that the money invested in the project earns at a rate higher than the opportunity cost. TIR, for its part, far exceeds the minimum expected return of 8%, which confirms the feasibility and acceptance of the project.
