The determination of the land borders of Colombia was the subject of a lengthy process of more than a century. Its fascinating history and the efforts of many for its consolidation, although at the time they were registered, little by little they were diluted, leaving only impressions and legends. We got used to ignoring the national periphery and turned our backs on the sea. We were not looking towards the Pacific, while the Caribbean of singular geopolitical importance seemed to be reduced to three urban conglomerates on the coast and nothing more. However, when it was already believed that the complex process of fixing the borders was concluded after the 1941 treaty with Venezuela, the challenge of the new dimension of the sea and again its complex delimitation with neighboring States was opened for Colombia. This process, little by little, was consolidated discreetly but efficiently. After 1958, eleven Colombian governments, following a true State policy, worked to project our country both in the Caribbean and in the Pacific in accordance with the law of the sea. Colombia was a pioneer in this process, which allowed it to consolidate vast spaces in both seas. Some facts about this Colombian action are briefly gathered here. A brief review of the case with Nicaragua is included, which since 1913 has sought the San Andrés archipelago and a large part of the maritime areas of the western Caribbean, including some considerations on the rulings of the International Court of Justice in 2007 and 2012. Surely of each episode could write a book. However, the Universidad del Rosario has considered it convenient to collect a brief objective account of this chapter in Colombian history and foreign policy, prepared by one of its actors: Julio Londoño Paredes.
