Bogotá Inteligente : una mirada a la Tecnópolis del siglo XXI desde el Urbanismo de Redes

Ciudad y tecnología se han moldeado mutuamente durante siglos inspirando numerosos modelos de ciudad donde estas se convierten en lugares de la técnica o Tecnópolis. Entrado el siglo XXI el modelo de ciudad propuesto desde esta visión es la llamada Ciudad Inteligente (Smart City), sustentada en el avance de las Tecnologías de la Información y las Telecomunicaciones (TIC). Debido a una naturaleza intangible, su complejidad técnica y otras prioridades en la agenda de la planificación urbana, las TIC se convirtieron en un reto para los estudios urbanos. La presente investigación parte del reconocimiento de que las TIC influyen en el ordenamiento y configuración territorial de la ciudad y busca evidenciar las manifestaciones físicas de tal influencia. Tomando a Bogotá como caso de estudio y utilizando el marco del Urbanismo de redes (Dupuy, 1991) la investigación analiza la ciudad desde tres puntos de vista: la infraestructura TIC, su industria TIC y el uso que la ciudadanía hace de estas herramientas. Los hallazgos indican que las TIC reflejan jerarquías espaciales existentes, reforzando desigualdades y brechas en la ciudad, al mismo tiempo que cambian la lógica y vocación de ciertos sectores dentro de estas jerarquías transformando su espacio urbano, como es el caso del barrio Chicó Norte. Así mismo se manifiesta el espacio de flujos y se consolida el ciberespacio como complemento, mas no sustituto, de la ciudad física. (Texto tomado de la fuente) City and technology have molded each other for centuries, inspiring numerous city models where these become places of technology or Technopolis. Entering the XXI century, the proposed city model from this vision is the so-called Smart City, based on the advancement of Information and Telecommunications Technologies (ICT). Due to an intangible nature, its technical complexity, and other priorities on the urban planning agenda, ICTs became a challenge for urban studies. This research starts from the recognition that ICTs do influence the territorial organization and configuration of the city and seeks to show the physical manifestations of such influence. Taking Bogotá as a case study and using the framework of Network Urbanism (Dupuy, 1991), the research analyzes the city from three points of view: the ICT infrastructure, its ICT industry and the use that citizens make of these tools. The findings indicate that ICTs reflect existing spatial hierarchies, reinforcing inequalities and gaps in the city, at the same time that they change the logic and vocation of certain sectors within these hierarchies, transforming their urban space as is the case of Chicó Norte neighborhood. Likewise, the space of flows is manifested and cyberspace is consolidated as a complement but not a substitute for the physical city. (Text taken from source)
