Tesis de Maestría This study analyses the design and implementation of public policies to promote dynamic entrepreneurship in the city of San Justo (Province of Santa Fe) between 2016 -2018, a city of around 40.000 inhabitants in the Argentine Pampa Húmeda. Entrepreneurship policies have grown to be part of any country ́s productive agenda, but this movement has run through the national level to scale in subnational policies. Regarding this matter, there are many studies which bring light in how metropolis develop their entrepreneurial policies but there is yet to be investigated what happens with small and medium size cities that want to pursue this policy but do not necessarily have the means to it. To achieve this goal, I engage in the literature of entrepreneurship and local development in order to analyze whether San Justo has designed and implemented an entrepreneurial policy that fulfills the complexity of this phenomenon but also influences local development processes. As a result, it becomes clear that it is possible for a local government of 40.000 inhabitants to pursue entrepreneurial productive policies, as long as there is political determination, committed and skilled local stakeholders and the support of the national level of government. It is yet too soon to analyze the impact of this policies in the effective creation of new ventures, but this thesis will surely contribute to new impact driven research.
