During the reign of Philip III of Spain, intermediate links between the origins of the parliamentary institution in the 16th century and the period in which it reached its full force, at the start of the 17th century may be perceived. With his diplomatic, linguistic and ethnographic skills it was the Jesuit Luis de Valdivia who succeeded in furthering a tradition of Hispano-Indigenous frontier negotiations marked by rituality, dialogue and linguistic mediation.
