The report focuses on the devastation caused by Hurricane Gilbert in Jamaica. Interviews were conducted with persons who suffered from the disaster. Numerous measures at aid were being sought and included assistance from the Red Cross and countries such as Britain, the United States and Canada. The U.S. Congressional Black Caucus was instrumental in garnering help for the island. Regionally, Barbados' Radio CBC radiothon raised over B$38,000 for the victims. On the subject of regional criticism in tackling the drug trade in the Caribbean, Meryn Dymally, U.S. Congressman of Trinidadian origin, recognised that the focus should be on the consumption and trafficking of the drugs in the U.S. since its population is the largest consumer of the illegal substances. Caribbean leaders were not appreciative of the way their names were bandied about in relation to the drug trade and wrote to President Reagan. On the role of the CBI, Dymally noted that it was flawed and funds were not available.
