dc.description.abstractThe Chronic obstructive pulmonary disease will become relevant in the world due to the high health care costs that produces as well as the disabilities it causes to the patients that suffer it. It is considered that in 2020 will be the third leading cause of death and the fifth leading cause of disability. The aim of this work is to build a methodology where the actions of the primary level can reduce the costs of higher levels, this disease affects both men and women over 6 40 years who are also chronic smokers as well as a group of patients at risk of the inhalation of smoke and chemicals that produce the same effects. Analyzed the data it is found the high costs incurred by the Company Health Promotion especially in the intensive care unit, hospitalization, disability and physical therapies. The major findings are that having a decisive program in the first operative level aimed to the education and to give support to the user and his family, will impact on the general welfare but also will decrease the costs of higher levels, given by the impact that causes a personalized attention to these patients. Today by the intervention of focused risks aimed to achieve the welfare of the target population will offset cost overruns caused as a result of the low culture of self-care users of the health plans have. The increased life expectancy of Colombians will cause that the chronicity of this disease continue causing economic imbalance on the actors of the social security system in health of Colombia and worldwide.
