Resumen
Increasingly, states are seeking alternatives to maintain and improve public
infrastructure. One method of tapping into alternative sources of capital is the
public-private partnership (PPP or P3). In a public-private partnership public and
private sector are in hope of achieving mutual benefit.
Mexico has been using P3 projects successfully, for example Suburban Railway
use P3 program to provide public service of transportation in the Metropolitan Area
of Mexico.
In the develop of this report several examples of successful PPP projects are
mentioned, but not all partnerships between sectors proved successful, for this
reason are conducted investigations seeking to determine its potential for
producing desirable results.
Garvin’s (2003) P3 Equilibrium Framework analyze the performance of PPP’s
The Framework helps to structure perspectives of P3 arrangements and is
underpinned by the notion that these strategies must balance the interests of
society, state, industry, and the market for ultimate success. This method is
considered adequate to study the project (FS1).
The evaluation forms using by this method are market conditions, socioenvironmental
conditions, legal requirements and procurement, grant
management, project performance, private investment and maintenance. These
categories allow assess the project in different prospects.
