SISTEMA DE GESTIÓN DE LA INFORMACIÓN PARA OPTIMIZAR LA COMUNICACIÓN EN LA SUBDIRECCIÓN DE OBRAS DEL CENTRO SCT MICHOACÁN

Resumen
The information plays a very important role in the life of the man; it has been the base of
the knowledge and at the moment a vitally important dimension for the organizations
thanks to the technology of the information that it looks for to communicate the
information of instantaneous way and needs, reason why the form has occurred him in
which it is managed is determining for it. Thus, the dependencies of the Public
Administration of Mexico must apply the extensive range of tools available so that they
are competitive and they grant the services that the society demands, and the
Secretaría de Comunicaciones y Transportes (SCT) must observe and fulfill these
principles. The present investigation shows the situation that has appeared in the
handling of information in the Subdirección de Obras del Centro SCT Michoacán during
years 2008 to the 2010, where it has existed until a 12% of requests of information
without taking care of, and more of a 20% of requests taken care off of incomplete way
in average during these years, according to the analyzed files that build in the power of
the different areas from the Subdirección de Obras. The SCT as dependency
jeopardizes with the transparency in the information and surrender of accounts, can
improve their results adopting a system that allows to manage the information so that it
optimizes the communication and by consequence a rational use of its material
resources will exist, the advantage of the human capital in well defined specific tasks
and, the fulfillment of the informative functions that are inherent part to the daily
activities and to count on the valuable resource of an opportune information and needs
that it makes possible the decision making based on the certainty from which the data
have been received, analyzed and communicated under a system adapted to the
needs.
