No es fácil precisar la serie de aspectos naturales y humanos que intervienen en las complejas actividades portuarias. En el presente trabajo se ha tratado de reunir aquella información estadística que permita establecer no sólo la importancia de los movimientos que se registran en los puertos considerados sino, en modo especial, destacar si los mismos cumplen una verdadera función económica. La ubicación geográfica de los puertos, sus vías de comunicación y sus instalaciones pueden reunir, en algunos casos, condiciones y elementos técnicos eficientes para servir las necesidades de las áreas de influencia que enmarcan. El análisis de los puertos en sí, del instrumental económico, de los rendimientos y de cómo se desplazan los bienes que se encuentran en los hinterlands respectivos, permiten establecer conclusiones no siempre favorables. Las deficiencias que se apuntan, susceptibles de superar, son las que influyen actualmente en forma negativa e impiden que los puertos estén en consonancia con la función económica de les corresponde.It is not too easy to define accurately the numerous natural and human factors relevant for the complex sea port activities. In the present study, the: author has tried to draw together all statistical data needed not only to define the importance of the traffic of these ports, but, in a special way, to find out whether the ports ere filling an actual economic function. The geographical situation of the ports, their ways of transportation and their facilities may show in several cases, technical conditions and elements useful for satisfying, the necessities of their hinterlands. The analysis of the ports in themselves, of their economic conditions, of their efficiency and the traffic of the goods produced in their zone of influence, allow to find out not always favourable conclusions. The defects which the author denounces may be corrected. For now, they have a negative influence and prevent the ports to comply with their normal economic function.
